JOB TITLE: The Koror State Government invites applications for the positions of Legal Counsel to the Koror State Legislature and Legal Counsel to the Esteemed Koror State Governor and Executive Branch. These pivotal roles offer the opportunity to provide expert legal guidance on a diverse range of matters shaping Koror State’s governance and future.

SALARY: $60,000 annually depending on qualifications.

AVAILABILTY: For immediate placement.

OTHER BENEFITS:

Legal Counsel to the Koror State Legislature: Monthly housing allowance of $9,600.00 annually, paid round-trip transportation, and shipment of household and personal effects up to $800 each way. Sick leave, annual leave, vehicle, 50% co-payment for cell phone plan, and medical insurance.

Legal Counsel to the Koror State Governor and Executive Branch: Annual Leave, Sick Leave, option for affordable Supplemental Health Insurance, fifty percent (50%) co-payment for cell phone plan, transportation from and back to point of hire, plus either free government housing or a housing stipend.

LOCATION: Koror State Capital, Koror State, Republic of Palau.

DURATION: Full time, working onsite at an office location.

JOB DESCRIPTION:

Legal Counsel to the Koror State Governor and Executive Branch: As Legal Counsel for the Koror State Governor and Executive Branch, you will be at the forefront, delivering crucial legal expertise directly to the Executive Branch. Under the Governor’s and Department Heads’ guidance, you will tackle a unique portfolio, including:

•        Assisting Enforcement: You will be the driving force behind all Koror State criminal citations issued by the State Rangers. This includes collaborating with the Department of Conservation and Law Enforcement, diving into police reports, crafting criminal complaints (infractions and misdemeanors only), and prosecuting these actions through every stage.
•        Shaping Development: Partner with the Koror State Planning Commission to enforce building and zoning laws, ensuring responsible growth through permitting and related legal matters.
•        Guiding Others in Koror State: Serve as a trusted advisor on executive branch employee matters, upholding the Employee Manual, navigating disciplinary actions, and providing essential counsel.
•        Impacting Across the Board: You will conduct legal research, draft vital documents (memos, legislation, regulations, and correspondence), assist colleagues, and even handle civil litigation as needed. Plus, you will tackle any other legal tasks assigned by the Governor and Department Heads, making a real difference across the government.

Legal Counsel to the Koror State Legislature: The successful candidate will provide legal services to the Koror State Legislature. Responsibilities include but are not limited to:

The drafting and analysis of legislation, the preparation of legal opinions on the interpretation and constitutionality of provisions of existing law or of proposed legislation, attendance at legislative committee hearings, preparing committee reports, consulting and providing advice to legislators, drafting memoranda and other official communications, legal opinions, and letters as well as working with state departments and national ministries, constituents, and stakeholders.

The successful candidate will also be a strong writer with proven analytical abilities and an ability to work under deadlines. The position calls for an individual who has a hard working, friendly, relaxed, and professional approach to dealing with people. On occasion, the Legal Counsel will be expected to attend meetings at night or during weekends.

LOCATION/JOB INFORMATION: The Republic of Palau is a small island nation in the Pacific between the Philippines and Guam, and was once a U.S. Trust Territory. It is famous for its beautiful coral reefs, and world-class scuba diving—known as one of the “Seven Underwater Wonders of the World.” There are approximately 20,000 people living on 340 islands that make up Palau, and most reside in the State of Koror. The official languages are Palauan and English.  Official and court proceedings are conducted in Palauan or English. If conducted in Palauan, the proceedings are translated for non-Palauan speakers. The currency is the U.S. Dollar, and electricity is at 110 volts. Palau has very good communications including a US-styled post office, a modern cellular phone system, and internet connection. There is a national hospital and two private medical clinics. Supplemental health insurance is available. However, catastrophic medical evacuation insurance must be obtained at the Employee’s expense from outside Palau. There are several FDIC insured banks and modern grocery stores. There are no movie theatres or bookstores. The weather is tropical, hot and humid year-round, with a lot of rainfall. Palau’s income tax rate is at approximately twelve percent (12%).      

THE CANDIDATE: To thrive in these roles, the successful candidate will be a highly motivated individual holding a Juris Doctor (JD) and maintaining active membership in good standing with a State Bar in the United States. We are seeking applicants who bring a minimum of two years of demonstrable experience in trial work, providing legal counsel, or handling land/real estate matters. A strong working knowledge of administrative law and procedure will be considered a significant advantage. These pivotal positions demand exceptional organizational, prioritization, and time-management capabilities. The ideal candidate will be adept at navigating arbitration and mediation requirements and will possess outstanding communication, presentation, and interpersonal skills.
